D. Michael Moyers is a partner in the firm’s Municipal and Corporate Finance Practice Group. Michael has practiced public finance law since 2004. His practice has focused on the issuance of bonds and other debt instruments by public instrumentalities in Arkansas and in other states.
He has worked on transactions for the financing of public and nonpublic projects, including bonds sold by underwriters, bonds placed with state and federal governmental agencies, bonds placed with local financial institutions, bonds rated by national rating agencies and insured bonds. These issues have been structured as new money issues, refunding (advance and current) issues and a combination of new money and refunding issues.
Michael has served as bond counsel, underwriter’s counsel and trustee’s counsel. He has prepared rate, election and bond ordinances, trust indentures, resolutions, continuing disclosure agreements, opinions, arbitrage certificates, official statements and other offering documents, escrow agreements and various closing papers and certificates.
Michael has been selected for inclusion in The Best Lawyers in America since 2019 in the area of Public Finance Law and in 2022 he was named “Lawyer of the Year” in Little Rock. Since 2012, Michael has been selected as a “Rising Star” in the area of Bonds/Government Finance by the Mid-South Super Lawyers publication. He has also been listed in Chambers USA: America’s Leading Lawyers for Business in the area of Municipal Bonds since 2014.
